Lawsuit alleges ex-Arizona county treasurer stole $39 million over 10 years


The former treasurer of Santa Cruz County in Arizona, Elizabeth Gutfahr, is accused of embezzling over $39 million over a decade by diverting taxpayer funds into her own companies and personal accounts. The alleged theft was discovered in April after the county’s bank flagged fraudulent transactions. Investigators uncovered a scheme where Gutfahr used county funds to fund a luxurious lifestyle, purchasing ranches, vehicles, and more. The county has filed a lawsuit against Gutfahr seeking compensation for the missing funds and control over assets purchased with embezzled money.

This case is part of a nationwide trend of public officials within local governments embezzling funds intended for public services. In California, Alaska, and Virginia, individuals have been sentenced for million-dollar embezzlement schemes. Gutfahr allegedly avoided detection by using accounting tricks and fabricating documents. Her family members and several other individuals and entities are also implicated in the scheme.

Gutfahr and her husband have a history of tax liens filed against them, and she was running unopposed for reelection in 2024 before the allegations came to light. The U.S. Government Accountability Office estimates that federal government loses between $233 to $521 billion annually to fraud, highlighting the need for a government-wide approach to address the issue. Efforts are being made to improve fraud-related data and expand estimates to combat the chronic problem of embezzlement in government agencies.
