In the past, Trump has used this power to increase spending on a border wall. His immigration policy advisor, Stephen Miller, has outlined a plan to use military funds to build holding facilities for immigrants awaiting deportation.
However, one challenge the administration may face is the lack of capacity within Immigration and Customs Enforcement (ICE) to hold a significantly larger number of detainees. This has resulted in the controversial practice of releasing asylum seekers into the country while they await court proceedings.
