President Donald Trump’s second administration has been marked by a flurry of executive actions, new federal guidelines, and legal challenges. A memo pausing federal grants and loans faced immediate backlash, with a federal judge blocking the policy temporarily. Senate Minority Leader Chuck Schumer compared the policy to “Project 2025,” a conservative agenda outlined by the Heritage Foundation in 2023.
Project 2025, also known as the 2025 Presidential Transition Project, is a comprehensive plan for overhauling the government under a conservative president taking office in 2025. It includes policy recommendations such as reversing student loan forgiveness and Obamacare, abolishing the Department of Education, and increasing powers for immigration officials.
During the 2024 presidential campaign, Trump distanced himself from Project 2025, claiming he had no knowledge of it. However, a USA TODAY analysis revealed that many of the project’s authors had ties to Trump or his administration. After winning the election, Trump appointed individuals connected to Project 2025 to key positions in his administration.
Despite Trump’s attempt to distance himself from Project 2025, its influence on his second administration is evident in the policies and personnel appointments being implemented. The legacy of Project 2025 continues to shape the direction of Trump’s presidency as it moves forward.
