Stier cautioned that the chaos surrounding personnel changes leads to wasted productivity, emphasizing that trauma inflicted on federal employees hampers their effectiveness. The current simplification of the workforce, rather than fostering efficiency, may ultimately lead to significant revenue losses as well.
