Massachusetts Legislature Grapples with Remote Attendance Policies Amid Tensions
The Massachusetts Legislature faces internal discord months into its new session, as House and Senate leaders struggle to establish new rules governing their relationship. A key point of contention centers on attendance requirements for lawmakers at committee hearings.
Negotiations among six lawmakers have stalled over several issues, primarily the debate over whether legislators should be physically present during hearings. This conflict came to a head when Rep. Tackey Chan of Quincy denied Sen. Jake Oliveira’s request to testify remotely at a Consumer Protection and Professional Licensure Committee hearing. The situation escalated tensions between Democrats, prompting a stern condemnation from Senate President Karen Spilka, who called the incident “deeply troubling.”
House Majority Leader Mike Moran emphasized the importance of in-person attendance, stating, “We would be willing to allow remote participation anytime, anywhere, just as long as we have attendance, which we think is reasonable.” This stance marks a shift from their earlier proposal that limited remote participation to public members only.
Opponents, including Senator Cindy Creem, argue that Senate members juggle more responsibilities and larger districts, making in-person attendance impractical. Creem highlighted her own impossibility of attending multiple hearings simultaneously.
The dispute over Oliveira’s denied testimony ignited further scrutiny of the House’s rigid stance on attendance. Payano argued that silencing a senator undermines the voices of entire communities.
Following the incident, both leaders acknowledged the complexities of remote participation, with Moran expressing concerns over Chan’s authority to prevent testimony. As the negotiations continue, the battle for in-person versus remote attendance remains pivotal in determining how the legislature will operate moving forward.
