Jim Rooney, president and CEO of the Greater Boston Chamber of Commerce, articulated these concerns during a recent appearance on WBZ-TV’s "Keller @ Large."

Rooney emphasized that Massachusetts was already grappling with issues related to economic competitiveness and job creation before Trump’s presidency resumed in January. He highlighted that federal policies—such as tariffs and cuts to research funding—are exacerbating these challenges, especially in sectors like life sciences and medicine, which are crucial to the state’s economy.

Compounding these difficulties, Harvard University faces nearly $3 billion in potential federal funding cuts due to the administration’s ongoing tensions with the institution. Research from Mark Williams, a finance lecturer at Boston University, warns of billions in revenue losses and tens of thousands of jobs potentially disappearing by next year, as the state’s economy relies heavily on life sciences, higher education, trade, and tourism.

Rooney noted the unique vulnerabilities of Massachusetts’ knowledge-based economy, which ranks as the third-largest recipient of National Institutes of Health funding and has a significant immigrant population. In response to these challenges, Rooney is working to foster coalitions across 30 states to lobby for the preservation of federal research funding.

Governor Maura Healey has echoed these sentiments, implementing a hiring freeze amid the uncertainty created by federal funding cuts. She criticized the Trump administration’s proposed reductions to vital social safety net programs, citing potential adverse impacts on the state’s residents.

As Massachusetts navigates these turbulent waters, local leaders are advocating for policies that support the state’s economic strengths and mitigate the consequences of federal actions.
