According to Norfolk Police Chief Mark Talbot, the incident occurred at approximately 11:40 a.m., when officers responded to reports of a shooting and found a woman who was later declared deceased. Scott is described as armed and dangerous, and officials believe the shooting was a targeted act rather than random violence.
Scott stands 6’1″ and weighs around 173 pounds, with black braids. At the time of his disappearance, he was reportedly wearing khakis, a plaid shirt, and a ski mask. Four-year-old Kai is about 3’6″ tall, weighing 40 pounds, with black hair and brown eyes. He was last seen wearing a gray and black True Religion shirt, red Crocs, and either black or blue basketball shorts.
The police have urged the public to remain vigilant and immediately report any sightings of the suspect or the young boy, emphasizing Kai is in extreme danger. The investigation continues as police work to locate them and address the ongoing threat posed by Scott.
