Massachusetts Governor Maura Healey Proposes Budget Cuts Amid Federal Funding Uncertainty
Governor Maura Healey is poised to implement significant budgetary changes to prepare for potential federal funding cuts that could have dire implications for Massachusetts. Announcing her proposals on Friday, Healey’s administration aims to cut millions in legislative earmarks for local projects and seeks expanded powers to slash spending across state government.
The first-term Democrat revealed plans to extend an executive branch hiring freeze through fiscal year 2026, pause salary increases for about 3,600 non-union managers, and cease health insurance coverage for weight-loss drugs for public workers. Healey’s measures come in response to a substantial tax break and spending cut bill expected to be signed by President Trump, which could financially impact thousands of Massachusetts residents.
On the same day, Healey approved a roughly $61 billion state budget, while also vetoing $130 million. “We’re signing this budget during a time of dysfunction in Washington,” she remarked, highlighting concerns about potential healthcare cuts and rising costs for residents.
Administering Secretary Matthew Gorzkowicz stated that while local earmark cuts are not imminent, the delay in funding those projects will allow for an assessment of federal impacts. The administration is prepared to make cuts if state revenues decline significantly or if federal policy shifts create budget shortfalls.
Moreover, Healey has introduced a $100 million supplemental budget bill to grant her additional powers to enact cuts if revenues fall $400 million below projections. This legislation would allow for broad cuts across various state programs, including constitutional offices.
Gorzkowicz emphasized that the measures are crucial for maintaining fiscal responsibility. As Healey navigates these challenges, state lawmakers may oppose cuts to local projects, which typically enjoy bipartisan support in the budget process.
