U.S. District Judge Allison Burroughs heard Harvard’s plea to restore approximately $2.5 billion in federal grants that had been canceled. This legal battle intensified following Harvard’s rejection of the administration’s demands for changes to its governance, hiring, and admissions practices.
Harvard argues that the cancellation of grants jeopardizes numerous important research projects, including those focusing on cancer, infectious diseases, and Parkinson’s disease. The university contends that the Trump administration’s actions are part of a broader effort to manipulate federal funding to enforce ideological conformity within educational institutions, accused by Trump of harboring antisemitic sentiments and radical ideologies.
The administration’s approach has included the revocation of grants due to perceived failures in addressing Jewish student harassment, as well as threats to Harvard’s accreditation status. Furthermore, significant tax increases on Harvard’s endowment, ranging from 1.4% to 8%, could lead to a $1 billion shortfall annually in university funding, resulting in staff layoffs and hiring freezes.
Harvard’s President, Alan Garber, emphasized that recent federal actions violated free speech protections inherent in the First Amendment and unwarrantedly enforced control over the university’s intellectual environment. In light of these events, Judge Burroughs previously blocked the administration’s attempt to halt the enrollment of international students at Harvard.
Despite the ongoing tensions, Trump remains hopeful for a resolution, suggesting that Harvard may eventually conform to the administration’s perspectives. Meanwhile, the administration argues that Burroughs should not have jurisdiction over these matters, stating that grant contracts allow for cancellations if projects do not align with federal policy objectives.
