Press Release: Hearing Opens for Ex-Trooper Michael Proctor
Next week, former Massachusetts State Police trooper Michael Proctor will begin his fight to regain his job. Proctor, who served as the lead investigator in the controversial Karen Read case, was dismissed on March 19 after sending inappropriate text messages about Read during a homicide investigation. His suspension followed the mistrial in Read’s case, from which Proctor was relieved of duty shortly thereafter.
Proctor’s termination stems from charges of unsatisfactory performance and violations related to alcohol use. The trial board found that he not only sent derogatory messages about Read but also disclosed sensitive investigative information to non-law enforcement personnel, damaging the integrity of the investigation.
Appealing his dismissal to the Civil Service Commission, Proctor argues that the State Police lacked just cause for his firing and treated him differently from other troopers under similar circumstances. His attorneys emphasize that he was not disciplined prior to his July 2024 suspension and assert a lack of clear regulations governing personal text messages.
Experts suggest Proctor might have a chance to overturn his dismissal. Jack Lu, a former Superior Court judge, criticized the State Police’s handling of the case as politically driven and disproportionate to prior disciplinary actions. Meanwhile, Maureen Boyle, a professor and crime reporter, remarked that terminating Proctor seems excessive for his infractions.
The appeal hearings will commence with testimony from State Police Detective Lieutenant Kevin Dwyer on August 26, followed by Proctor’s chance to argue his case regarding disparate treatment in late October. The outcome may take until 2026 to be resolved, with potential financial repercussions if Proctor’s termination is deemed unjust.
As the hearings unfold, they will shine a light on both Proctor’s conduct and the broader disciplinary practices within the Massachusetts State Police.
