Three Former Officers Decertified by Massachusetts Police Oversight Board

In a significant move, the Massachusetts Peace Officers Standards and Training (POST) Commission has revocated the certifications of three former police officers, permanently barring them from serving in the state. The decision involved Matthew Bistany and Kevin Garneau, both recently arrested for sexual misconduct, alongside James McCall, who is currently considering an appeal.

Bistany, once with the Methuen Police Department, was arrested for uploading child pornography and sentenced to probation, during which he must register as a sex offender. Garneau, formerly with Lowell Police, faced serious allegations of raping a homeless teen while on duty. Despite the charges being dropped before trial, POST cited a pattern of unprofessional conduct, including aggressive behavior and inappropriate interactions.

James McCall, with a two-decade tenure at Fitchburg Police, resigned following multiple investigations into sexual harassment and misconduct, including inappropriate relationships with colleagues and minors. His conduct has prompted significant scrutiny, with McCall expressing intentions to appeal the POST Commission’s findings, which he claims lack substantial evidence. All three officers’ information will be submitted to the National Decertification Index.
