Press Release: Massachusetts State Police Undergo Major Reforms Under New Leadership
Colonel Christopher Noble, who recently took the helm of the Massachusetts State Police (MSP), is on a mission to restore the agency’s integrity following a turbulent period marked by the tragic death of Trooper Samuel Delgado-Garcia and concerning revelations during the Read trial. Since his appointment, Noble has prioritized transparency and community engagement as essential elements of agency reform.
“We must steer a course that operates at the highest standard and fosters a strong connection to the community,” Noble stated. His strategic approach involves implementing several initiatives designed to enhance training, accountability, and public trust within the MSP.
One of Noble’s immediate changes includes modifying the training academy’s structure. For the first time since Delgado-Garcia’s death, the incoming cadet classes will be smaller—one with 124 and another with 130 recruits—promoting a more personalized training experience aimed at reducing the current high attrition rates, which hover around 33-46%.
To further assess and improve training methods, Noble has commissioned an independent evaluation from the International Association of Chiefs of Police, focusing on modern policing strategies such as community engagement and de-escalation. Meanwhile, a new "Excellence Initiative" aims to standardize operations and deepen public trust, introducing measures like advanced investigator training and a body camera audit unit.
Moreover, with a newly established Community Affairs office, Noble seeks to improve interactions between state troopers and the public, hoping to shift perceptions of law enforcement in the state.
Despite these commendable efforts, challenges remain—particularly surrounding the unresolved case of Delgado-Garcia, which continues to cast a shadow over the agency. As Noble works tirelessly to rebuild MSP’s reputation, both the public and Delgado-Garcia’s family await clarity that is essential for moving forward.
